Twelve projects between 2013 and 2019: traffic counting, national road database and data portal, from system design to quality assurance

Background of the cooperation

Magyar Közút Nonprofit Zrt. manages Hungary's national road network, and its work relies on accurate data: traffic figures, technical and accident records. Between 2013 and 2019, BlackBelt worked on twelve projects on the company's systems. In some we acted as general contractor, in others as expert partner, and our work ranged from system design through development to quality assurance.

The challenge

National traffic counting runs on a “rolling” scheme: in any given year, not every counting station takes measurements. Yet a complete, publishable database has to be produced for the entire network, so valid, extrapolated data had to be generated for the sections without measurements as well. At the same time, the system had to comply with the e-UT 02.01.21 road technical regulation and work together with the existing EasyWay systems. In parallel, the modernisation of the National Road Database (OKA) and the alignment of the connected systems were also on the agenda.

The solution

For the traffic counting system (Forgfer), we assessed the road-sector and IT requirements and prepared the system design, followed by the detailed design, development and go-live of the Intake and Planning modules; between 2014 and 2016 we also carried out its quality assurance, and in 2019 the validation of its further development. For the National Road Database, we reviewed the connected EasyWay subsystems, prepared a development concept and roadmap, and provided expert support for the public procurement. Between 2014 and 2019, we continuously supported and developed the EasyWay II Data Portal. We performed quality assurance in the development of the Road Network Protection System (ÚVR) – a software system and licence plate recognition cameras at the counting stations – and designed and developed a data analytics (BI) software system for the fleet management system (FMR).

Results

We were present along the entire path of the traffic data, from concept and system design through development and go-live to independent quality assurance. The assignments recurred over six years, and BlackBelt was the general contractor in four of the projects.
